LETTER | About the issue of entertainment licences in Penang

LETTER | I am writing this in response to the article in Malaysiakini titled “End Little Napoleons’ power trip over stopping punk rock”.

I would like to respond to Alena Nadia’s specific comments in her article on entertainment licences and Ruas Records not having the proper papers. 

In the article, Alena alludes that only a handful of stores get through the system successfully when it comes to applying for proper licences. I would like to state clearly that this is not the case. 

The Penang Island City Council (MBPP) has always afforded the opportunity for a proper licence to any and every individual, as long as they are able to meet the guidelines. 

In this specific case of Ruas Records, I met the owners on July 2, 2022, when they requested guidance on the entertainment licence process. We had an hour-long Zoom call, during which I clearly outlined what were the application procedures and everyone left informed and satisfied. 

However, in the ensuing six months, MBPP did not receive a single application from Ruas Records. 

I believe that Alena is wrong to criticise and assume that entertainment licences are difficult to get when, in fact, Ruas Records themselves have made no effort to attempt to apply for one. 

Licence application with MBPP can now be done online. There should be no reason not to do so.

Furthermore, Alena has reasoned that we cannot blame gig organisers for preferring illicit means due to high costs. However, this is an unreasonable statement because MBPP’s licence costs have never been expensive. 

Many entertainment outlets in Penang have got proper licences. There is certainly no evidence to suggest that the licence costs are prohibitive or expensive. 

Entertainment licences and guidelines are in place to ensure that all interests of Penangnites and tourists are taken care of. I would like to advise Ruas Records once again to follow the proper procedures and due process to get a proper licence.
