Zakir needs to apply for permission to preach in Penang

Controversial preacher Zakir Naik needs to apply for permission to propagate Islam in Penang as he is considered an outside preacher.

Penang Deputy Chief Minister I Ahmad Zakiyuddin Abdul Rahman said the same requirement is expected of all outside preachers from all religions.
