NGO: Welfare officers have unfettered powers to declare mums 'unfit'
The absence of clear procedures for declaring mothers “unfit” has empowered Welfare Department officers to frequently and arbitrarily take custody of babies from their mothers even in hospitals in Peninsular Malaysia.
