杂货店里“打擂台”，犯法啊？

店家与顾客在杂货店上演“自由搏击”的网传影片引发热烈讨论，据报道两人已被警方扣查，警方将援引《刑事法典》第324条文（持武器伤人）和第323条文（蓄意伤人）调查此案。

一些网民好奇，是否是涉案的两人报案。

首先，报案者未必一定得是影片中涉及互殴的两人，任何掌握相关信息或目击者都有权报案。

再者，根据Dato' Seri Anwar Ibrahim v. PP一案，就算没人报案，警方也是可以自行展开调查的：

“[42] 通常在犯罪发生后，很早就作出的第一信息报告被称为报案纸。它将启动调查，并最终导致被告被提控……第一信息报告不是启动刑事调查的先决条件。”

“[42] The first information report which is usually made very early after the occurrence of an offence is referred to as the police report. It sets investigation into motion which will finally lead to a charge being preferred against an accused person…the first information report is not a condition precedent to the initiation of a criminal investigation.“
